研究実績の概要
モザンビーク：2つの調査を実施した。ひとつは、2007年に実施された灌漑水田地域の家計調査の再調査によるパネル化で、もうひとつは、2008年に実施された天水稲作地域の家計調査の再調査によるパネル化である。調査対象地における予備調査では、灌漑水田地域では、JICAが稲作技術トレーニングを実施した地域でコメの生産性の上昇が見られ、トレーニングを実施していない周辺の農家に技術の改善が波及しはじめていることが分かった。一方、天水稲作地域では、コメの小売価格の上昇に誘発されたコメ耕作面積の外延的拡大が生じており、コメの生産量が上昇していることが観察された。パネルデータは、これらの観察を厳密に検証することが目的であり、2012年中に着手する計画である。
ウガンダ：2009年に実施された小規模灌漑稲作地帯の家計調査の再調査を行いパネルデータを作成した。同地域では、2009年から2011年に間にJICAが稲栽培技術の改善を目的とする技術展示を実施したため、それが稲作農家の生産性と所得向上に及ぼす効果を解明することが目的である。ただし、パネルデータの分析は2012年に行う。
ナイジェリア：予備調査は治安悪化のため先延ばしとなったが、2012年5月と9月に実施できた。その結果、都市におけるコメ需要の高まりに対応して、大規模精米業者による契約栽培や直営灌漑水田の経営などの垂直統合の動きを見いだすことができた。そこで、垂直統合がその周辺にいる稲作農家の技術を向上させ、小規模精米業者の精米の品質を高める可能性を評価することを目的とした本調査を企画し、その実施にむけて準備を行った。
ガーナ、セネガル、マダガスカルでは、それぞれ現地を訪問し、研究者との意見交換や予備的聞き取りを実施した。
