研究実績の概要

　ウガンダとケニアでは、陸稲ネリカの普及要因の解明が研究課題である。2013年度の成果は、ウガンダでは新品種の普及には農家組織が重要な役割を果たすことを示したことであり、ケニアではネリカ種子の入手が新品種の栽培の制約となっていることを明らかにしたことである。
　タンザニアとセネガルの研究課題は、灌漑稲作における栽培技術の採用要因を明らかにすることである。2013年度に、タンザニアについては、新品種の採用や化学肥料の利用、畦畔の構築、正条植え等の土地集約的栽培技術の採用促進に農村共同体が役割を果たすことを示した。セネガルでは、管理主体（組合、村落、個人）の異なる灌漑地区を比較し、管理主体により化学肥料の利用や播種密度などの稲作技術の採用に違いがあること、しかし稲作利潤には違いがないことを明らかにした。
　ガーナでは、灌漑のない天水の低地稲作における技術普及を研究課題とする。2013年度には、10年ほど前に村落を単位に技術普及機関が実施した技術普及プロジェクトの効果が現在においても持続していること確認した。これらのことは、灌漑稲作はもとより、天水稲作でも技術普及に農民組織や村落といった共同体が一定の役割を持つことを示しており、サブサハラ・アフリカの稲作技術普及政策について重要な示唆を与える。
　なお、灌漑稲作と低地の天水稲作の両方を対象にするモザンビークについては、技術採用の要因と技術の採用が農家所得に与える影響を解明することが研究課題である。2013年度には、そうした分析が可能となるよう、2011-12年に収集したデータをそれ以前のデータと統合してパネルデータを作成した。また、農家の技術採用には生産物が高値で売れる可能性も重要である。その観点から、精米所や流通業者と生産者の関係について、2013年度中にウガンダ、ナイジェリア、マダガスカルで研究に取り組んだ。
